But, if you draw back and look at big picture the fact is that business owners do not want to pay workers at all.

That's why slavery exists. That's why Unions had to be formed. That's why governments had to pass laws just get the very minimum of benefits.

Look at the whole world. An American business owner will pay a guy in India $2 to do a job that pays an American $15.

They are supporting robots, and AI because they don't want to pay people.

When fast food workers tried to get better wages, the companies rolled out self serve kiosks, and robots.

The problem will not be solved till businesses care more about human beings, than profits.

Also, there's a difference between a mom and pop store and a mega corp like Starbucks. mega corporations pay their management enough in wages, bonuses and benefits, that they could support better pay for workers.
